President Trump announces update to Section 232 Steel/Aluminum Tariffs (White House) – 2/18

Announced by the President at the end of Week 7, Aluminum Tariffs are to be increased to 25% with Steel remaining at 25%, with a proposed effective date of 3/12/25

  • No new exclusions will be authorized, and all existing exclusions will not be renewed upon their expiration

Of note, some additional Derivative products will now be part of the Section 232 Tariff:

  • Refer to Annex 1 of each EO as it lists out the HTS codes which will be subject to this Derivative rule.

  • New Derivative Tariffs will not begin on 3/12 as they are pending further review by Dept. of Commerce

White House curbs Regulatory Authority of some Trade Agencies (STR/White House) – 2/18

Several trade-related federal agencies will see new curbs on their ability to issue regulations under an executive order issued Feb. 18.

  • This will impact several agencies, including CPSC (Consumer Products Safety Commission), FMC (Federal Maritime Commission), FTC (Federal Trade Commission)

Trade Policy Shifts may disrupt trajectory for US Transportation (AJOT) – 2/7

Trade policy changes from the Trump administration could create some speed bumps in an otherwise neutral sector outlook for U.S. airports, toll roads and ports, according to Fitch Ratings during a webinar held earlier this week.

White House pushes off Reciprocal Import Tariffs (STR/White House) -2/14

President Trump issued a memorandum specific to Reciprocal Tariffs based on possible unfair trade practices with countries abroad

  • Officially posted to Federal Register on 2/19/2025

180 days from issuance, the Office of Management and Budget has report back as to the fiscal impacts of the proposed trade imbalances

Review will include some or all of the following below:

  • Tariffs imposed on US Goods abroad

  • Unfair taxes imposed on the US

  • Exorbitant costs imposed on US Business abroad

  • Currency manipulation for unfair advantages

ADD / CVD WK 8 –

  • Fencing – initiation of AD and CV duty investigations of temporary steel fencing from China

  • Mattresses – rescission of administrative review of AD duty order on mattresses from Serbia for the period May 1, 2023, through April 30, 2024, and instruction to CBP to assess AD duties on entries of subject goods at the applicable cash deposit rates

  • Melamine – final affirmative AD and CV duty determinations on melamine from India, new cash deposit requirements at rates of 506.81 to 626.27 percent (AD) and 276.06 percent (CV), and affirmative critical circumstances determinations

  • Sodium nitrite – continuation of AD duty orders on sodium nitrite from China and Germany, effective Feb. 5

  • Wind towers – dumping margin of 28.55 percent in amended final affirmative dumping determination on utility-scale wind towers from Spain

  • Brightening agents – sunset review determination that revocation of AD duty orders on stilbenic optical brightening agents from China and Taiwan would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time

  • Corrosion-resistant steel – net subsidy rate of 5.89 percent in amended final results of administrative review of AD duty order on corrosion-resistant steel products from Korea for the period Jan. 1 through Dec. 31, 2019

  • Fencing – initiation of AD and CV duty investigations of temporary steel fencing from China
